Dear colleagues,

As pre-announced last Friday (e-mail from Amb. R. Gautschi), we are pleasedto today share with you Switzerlands input into the discussion about theCusco Plan of Action.

We have a series of general comments which we already transmitted on Friday. Our main points are that we see an outcome of the Cusco meeting which is, in comparison to the draft PoA:

• much shorter, lighter and flexible;
• stressing where we come from (from WSSD to Cusco);
• containing no repetitions within the document and in relation to e.g. Bali document, governance paper, etc;
• affirming the adoption of the governance and membership paper;
• underlining the importance of the work-plans of the individual Partnership Initiatives, but without having them as an integral part of the PoA;
• a much more political document.

We prepared a draft taking into account both the above-mentioned points as well as the spirit of the draft PoA. This ended up in a much shorter paper (about 2 pages), with some similarities to the Merano conclusions, including a statement on the governance and membership paper, retaining the core aspects of the draft PoA (chapter 'Objectives of the Cusco Plan of Action'), as well as including a paragraph on the work-plans. Please see therefore the attached document.

Comme annoncé vendredi dernier (e-mail de l’Amb. R. Gautschi), nous sommes heureux aujourd’hui de partager avec vous la contribution de la Suisse à la discussion sur le Plan d’action.

Nous avons une série de commentaires généraux déjà transmis vendredi. Nos principaux points sont que nous voyons un résultat à la réunion de Cuzco qui est, en comparaison à l’ébauche du Plan d’action:

• Bien plus bref, léger et flexible;
• Souligne d’où nous venons (du SMDD à Cuzco);
• Ne contient pas de répétitions dans le document et par rapport par ex. du document de Bali, du document de gouvernance, etc;
• Affirme l’adoption du document de gouvernance et de composition;
• Souligne l’importance des plans de travail des Initiatives individuelles du Partenariat, mais sans qu’ils fassent partie intégrale du Plan d’action;
• Un document beaucoup plus politique.

Nous avons préparé un projet tenant compte des points ci-dessus et de l’esprit de l’ébauche du Plan d’action. Ceci a abouti à un document bien plus court (env. 2 pages), avec quelques similarités aux conclusions de Merano, y compris une déclaration sur le document de gouvernance et de composition, qui retient les aspects centraux de l’ébauche du Plan d’action (chapitre 'Objectifs du Plan d’action de Cuzco'), ainsi qu’un paragraphe sur les plans d’action.
