In accordance with previously agreed guiding principles, the development of the Partnership Initiative will involve the use of effective mechanisms and tools.

The workplans for each Initiative, as they evolve, may wish to include consideration of the following key mechanisms and tools, to be used by members and/or provided as services by the Secretariat for the Mountain Partnership, in close collaboration with the Mountain Forum network, such as:

1. Networking,
2. Information (collection, analysis, dissemination and exchange),
3. Awareness-raising and advocacy,
4. fundraising and promotion of investments.

A. Do you agree with the above identified mechanisms and tools, to be used by members and/or provided as services by the secretariat for the mountain partnership?

YES, THE IDENTIFIED MECHANISMS AND TOOLS ARE CONSISTENT WITH A VIABLE AND
EFFECTIVE DEVELOPMENT OF THE PARTNERSHIP INITIATIVES.

B. Do you have suggestions on how the mechanisms could be implemented at all levels, particularly at the country and/or regional level?

THE PROJECT FOR SUSTAINABLE AGRICULTURE AND RURAL DEVELOPMENT IN MOUNTAIN REGIONS (SARD-M) PLANS TO MAKE USE OF THOSE MECHANISMS AND TOOLS AT THE THREE DIFFERENT LEVELS:

• at global level, producing and disseminating sard-m-related analysis, information, awareness raising and training materials, methods and tools. this will be done notably through the sard-m project e-mail list and a new website currently under preparation. the project also plans to develop an advocacy role aimed at orienting further activities by donors and other partners towards a sard approach to mountain development that would
  effectively enhance rural livelihoods;
• at regional and subregional levels, promoting the concrete application– with the support of project partners – of the above materials, methods and tools in order to assist in the concerted formulation of operational measures;
• at country level, providing in selected cases – and with the direct involvement of project partners – policy advisory services on mountain-specific sard policies and assistance in their effective implementation through appropriate institutions.

A KEY ELEMENT OF THE SARD-M PROJECT’S IMPLEMENTATION IS THAT THE ACTIVITIES WILL BE SUPPORTED BY REGIONAL/TRANS-REGIONAL PARTNERS ACTING AS “ REGIONAL FOCAL POINTS” WHICH COVER A MOUNTAIN RANGE OR A GEO-POLITICAL UNIT. THE REGIONAL/SUB-REGIONAL LEVEL IS EXPECTED TO PLAY A PIVOTAL ROLE WITH OTHER LEVELS IN RELATION TO THE SARD-M PROJECT.

QUELQUES REFLEXIONS SUR LE TROISIEME THEME: MECANISMES ET OUTILS D’ACTION POUR LA CONSULTATION SUR LE PLAN D’ACTION DE CUZCO DE L’ÉQUIPE ADRD EN MONTAGNE.

Conformément aux principes directeurs précédemment convenus, la mise au point de l’Initiative du Partenariat prévoit l’utilisation de mécanismes et outils efficaces.

Les plans de travail pour chaque Initiative, au fur et à mesure de leur mise au point, pourraient souhaiter inclure la prise en compte des mécanismes et outils clés suivants, à utiliser par les membres et /ou fournis par le Secrétariat du Partenariat, en étroite collaboration avec le Forum de la montagne, comme:

1. mise en réseau,
2. Information (collecte, analyse, diffusion et échange),
3. Sensibilisation et promotion,
4. collecte de fonds et promotion d’investissements.

A. Concordez-vous avec les mécanismes et outils identifiés?

Oui, les mécanismes et outils identifiés sont adaptés à une mise au point efficace des initiatives du Partenariat.

B. Avez-vous des suggestions sur la mise en oeuvre des mécanismes à tous les niveaux, en particulier à celui des pays et/ou des régions?

Le projet pour l’agriculture et le développement rural durables dans les régions de montagne (ADRD-M) envisage d’utiliser ces mécanismes et outils aux trois différents niveaux:

• au niveau mondial, réaliser et diffuser les matériels, méthodes et outils d’analyse, d’information, de sensibilisation et de formation sur l’ADRD-M. Ceci sera effectué notamment par la liste e-mail ADRD-M et un nouveau site web en cours de préparation. Le projet prévoit aussi de développer un rôle de conseil visant à orienter d’autres activités par les donateurs et autres partenaires vers une approche ADRD en montagne qui améliorerait efficacement les moyens d’existence ruraux;
• au niveau régional et sous-régional, promouvoir l’application concrète–avec le soutien des partenaires du projet– des matériels, méthodes et outils ci-dessus afin de contribuer à la formulation concertée des mesures opérationnelles;
• au niveau des pays, fournir dans certains cas– et avec la participation directe des partenaires du projet– des services consultatifs sur les politiques ADRD spécifiques à la montagne et une assistance à leur mise en œuvre efficace par le biais d’institutions compétentes.

Un élément clé de la mise en oeuvre du projet ADRD-M est que les activités seront appuyées par des partenaires régionaux/transrégionaux servant de “points focaux régionaux” couvrant une chaîne de montagne ou une unité géopolitique. Le niveau régional/sous-régional devrait jouer un rôle pivot avec d’autres niveaux en rapport au projet ADRD-M.
