Please find below brief responses by Mountain Research and Development (MRD) to the questions related to Theme 2.

Theme 2: OPERATIONAL FOCI FOR ACTION

In order to be an effective operational tool for the Mountain Partnership, this Plan of Action should include details about specific on-going initiatives, as well as those in the process of being defined, and highlight how these initiatives will work. The workplans for each Initiative, as they become fully developed, may want to address and integrate the following considerations, from an operational perspective:

• Institutional Synergies: Ensure empowerment at all levels, create mechanisms for improved linkages for effective networking at all levels.
• Capacity-Building (Training, education, extension): Identify successful experiences in mountain areas to adapt and extrapolate methodologies among regions.
• Collaboration, advocacy and awareness-raising: Support initiatives at country, regional and sub-regional level, to promote sustainable development of mountain communities.
• Information and knowledge exchange: Establish effective need-based tools and mechanisms for collection, management and exchange of information and knowledge on mountain issues.
• Financing: Identify financial support for the effective and timely implementation of workplans.

MODERATOR'S QUESTIONS:

A. DO YOU THINK THAT THESE STATED OPERATIONAL FOCI FOR ACTION ARE RELEVANT AND CAN ACHIEVE TANGIBLE RESULTS, IN PARTICULAR WITH RESPECT TO PARTNERSHIP INITIATIVE WORKPLANS?

MRD sees several of the foci for action as particularly relevant to its own mandate - namely, Capacity-building (training, education, extension), and Information and Knowledge. MRD is already concerned, in its Development section, with identifying successful experiences in mountain areas that could be applied elsewhere - one of the goals of the Capacity-building focus. It also has a mandate to serve as a platform of exchange of information and knowledge on mountain issues - a goal of the Information and Knowledge focus. It will continue to do these things within the framework of the Partnership, hopefully with strengthened collaboration from other partners. For instance, MRD has already offered a regular platform in the journal that would carry news of the Partnership, and looks forward to establishing this platform in collaboration with the Partnership Secretariat as soon as possible.

B. ARE THERE MAJOR GAPS OR AREAS MISSING IN THE CURRENT LIST OF OPERATIONAL FOCI?

Taken together, the foci should be adequate to achieve the overall aims of the working groups on initiatives. MRD looks forward to collaborating with other members of the Partnership, particularly to achieve improved linkages for more effective networking at all levels.

C. WOULD YOU LIKE TO SUGGEST ANY OTHER FOCI FOR ACTION?

More important that additional foci is dedication on the part of all members to fulfilling the operational aims of the foci already established.

D. ANY OTHER COMMENT?

MRD eagerly looks forward to progress on the Partnership Initiatives, particularly Education, Gender, Research, Sustainable Livelihoods, Central Asia, Watershed Management, and East Africa. MRD's editorial home is at the Centre for Development and Environment (CDE), University of Bern, Switzerland, which is also a member of the Partnership. The initiatives above are of particular concern in the work of CDE, in projects and consulting initiatives around the world. We expect considerable synergies in this respect, particularly with the NCCR North-South, a major programme to mitigate syndromes of global change, also headquartered at CDE. MRD thus expects to support and complement the work of CDE as a member of the Partnership. CDE intends to take a lead on the Research initiative, and MRD will be ideally positioned to help report and support results of this initiative.

A. TU PIENSAS QUE EL PLAN OPERACIONAL FOCI ES RELEVANTE Y PUEDE LOGRAR RESULTADOS TANGIBLES, EN PARTICULAR CON RESPECTO A LOS PLANES DE TRABAJO DE LAS INICIATIVAS DE LA ALIANZA?

MRD observa que varios de las acciones foci son particularmente relevantes a nuestro mandato, creacion de capacidades (capacitacion, educacion, extension) e intercambio de informacion y conocimiento. MRD esta interesado, en la seccion de desarrollo, identificando experiencias exitosas en areas de montana que puedan ser implementadas en otros sectores – uno de los objetivos de los objetivos de creacion de capacidades. Tambien tiene como mandato servir como plataforma en el intercambio de informacion y conocimiento en tematicas de montana – uno de los objetivos de informacion y conocimiento. Continuara fortaleciendo la colaboracion entre los socios. Por ejemplo, MRD ya ha ofrecido una plataforma regular que tendra noticias sobre la Alianza, y que buscara establecer una plataforma de colaboracion con el Secretariado de la Alianza lo mas pronto posible.

B. EXISTEN GRANDES VACIOS O AREAS FALTANTES EN LA ACTUAL LISTA OPERACIONAL DE FOCI?

Si los tomamos en forma conjunta, los foci deberian adecuarse a cumplir con las metas generales de los grupos de trabajo de las iniciativas. MRD busca colaborar con los otros miembros de la Alianza, especialmente para lograr un mejor enlace entre los miembros a todos los niveles.

C. LE GUSTARIA SUGERIR ALGUN OTRA ACCION FOCI?

Más importante que la adicion de foci es la dedicacion de los miembros para lograr el cumplimiento de los objetivos operativos que ya han sido establecidos.

D. ALGUN OTRO COMENTARIO?

MRD busca fuertement el progreso de las iniciativas de las Alianza, especialmente en educacion, genero, investigacion, desarrollo sustentable, Asia Central, Manejo de Humedales, y el Este de Africa. La casa editorial de MRD se ubica en el “Centre for Development and Environment (CDE)” - Centro para el Desarrollo y el Ambiente, en la Universidad de Bern, Suiza, quien tambien es un miembro de la Alianza. Las iniciativas son de particular interes para el CDE, en proyectos e iniciativas de consulta en todo el mundo. Esperamos sinergias considerables al respecto, particularmente con NCCR Norte-Sur, un importante programa para mitigar los sindromas de cambio global, tambien ubicado en CDE. MRD espera poder apoyar y complementar el trabajo de CDE como miembro de la Alianza. CDE se interesa en la Iniciativa de investigacion, y MRD estara idealmente para ayudar a reportar y apoyar los resultados de la iniciativa.

QUESTIONS du MODERATEUR:

A. Pensez-vous que ces domaines d’action sont pertinents et peuvent porter à des résultats tangibles, en particulier pour ce qui est des plans de travail des initiatives du Partenariat?

MRD considère plusieurs domaines d’action comme particulièrement adaptés à son propre mandat – à savoir, le renforcement des capacités (formation, éducation, vulgarisation), et l’information et les connaissances. MRD s’occupe déjà, dans sa section du développement, de recenser les expériences réussies dans les zones montagneuses qui pourraient être appliquées ailleurs - un des buts du renforcement des capacités. Il a également comme mandat de servir de plateforme pour l’échange d’information et de connaissances sur les questions de montagne – un but du thème Information et connaissances. Il continuera dans ce sens dans le cadre du Partenariat, espérons, avec la collaboration renforcée d’autres partenaires. Par exemple, MRD a déjà offert une plateforme régulière dans la revue pour donner des nouvelles du Partenariat, et espère créer cette plateforme en collaboration avec le Secrétariat du Partenariat dès que possible.

b. Y a-t-il des lacunes ou secteurs manquants importants dans la liste des domaines opérationnels?

Dans l’ensemble, les domaines d’action devraient être suffisants pour atteindre les buts généraux des groupes de travail sur les initiatives. MRD sera heureux de collaborer avec d’autres membres du Partenariat, en particulier pour nouer de nouveaux liens et améliorer l’efficacité des réseaux à tous les niveaux.

c. Avez-vous d’autres domaines d’action à suggérer?

Il serait plus important de se concentrer sur le dévouement de tous les membres dans la réalisation des buts opérationnels déjà établis.

d. Vous avez d’autres commentaires?

MRD souhaite vivement progresser sur les Initiatives du Partenariat, en particulier l’éducation, les questions féminines, la recherche, les moyens d’existence durables, l’Asie Centrale, l’aménagement des bassins versants, et l’Afrique de l’Est. La maison d’édition de MRD est implantée au Centre pour le développement et l’environnement (CDE), à l’Université de Berne (Suisse), qui est également membre du Partenariat. Les initiatives ci-dessus intéressent particulièrement les travaux du CDE, les projets et les initiatives de conseils qu’il mène dans le monde entier. Nous comptons sur de fortes synergies à cet égard, en particulier avec le NCCR Nord-Sud, un grand programme visant à atténuer les syndromes du changement climatique, basé également au CDE. MRD compte ainsi soutenir et compléter les travaux du CDE en tant que membre du Partenariat. Le CDE entend piloter l’Initiative sur la recherche, et MRD sera particulièrement bien placé pour aider à rendre compte des résultats de cette initiative.
