El aislamiento geografico ocasiona en territorios de montana no solo endemismo biologico sino cultural,por lo que estas comunidades deben ser conocidas, valorizadas y apoyadas en su fortalecimiento; siendo ellas quienes diariamente interactuan con el medio ambiente.
Los actores de las Reservas de Biosfera, llamense entidades gubernamentales, ONGs o poblacion local,conocen la problematica del lugar y mas aun viven los efectos directos de las decisiones que acerca de ellas se toman. Por lo que se requiere asegurarles de la mejor manera que sus necesidades sean satisfechas.
Para analizar esta problematica se han tratado 2 aspectos:
I. Institucional
.. elevacion del nivel jerarquico local
.. favorecer la continuidad institucional
.. mejorar nivel presupuestario y/o formas de financiamiento
.. existencia de personal capacitado
.. en vez de relaciones competitivas, favorecer relaciones
cooperativas entre Gobierno-ONGs-Poblacion
.. favorecer manejo adecuado de conflictos canalizandolos
en nuevos aportes que enriquezcan el proyecto de la Reserva.
II. Manejo
Para favorecer el manejo ,entre otros aspectos,se considero:
.. definir los limites ecologicos de la Reserva considerando en lo posible la delimitacion politica de la zona
.. establecer con claridad los objetivos de manejo
.. incentivar la investigacion y orientarla segun los objetivos de la Reserva.
.. Considerar el uso turistico y recreativo minimizando el impacto ambiental y dentro del potencial de cada area. Procurando que los recursos economicos generados reviertan en las comunidades locales.
.. Incentivar el desarrollo sostenible en la comunidad rescatando sus usos tradicionales.
.. Continuar enlazando a traves de la comunicacion a las Reservas ya que todavia continua siendo muy dificil acceder a muchas de ellas .

Dear colleagues,
During the second section of the electronic conference organized by theMountain Forum-Latin America (MF-LAC), titled "Experiences of managing biosphere reserves in mountain zones of Latin America", the following articles were presented:
- G.Suarez de Freitas, (Pro-Naturaleza) "Building Models for Management: Participation and Collaboration as a the base of viability of Biosphere Reserves"
- J.Otlemari (FAO-Chile):"A proposal for conservation policies for Andean Protected Areas"
- G.Ruiz (Univ. Agraria): "Application of the concept of network to develop an institutional capacity for managing Biosphere Reserves"
To summarize these articles, the following issues were discussed:
The geographical isolation in mountain regions produces not only biological endemism, but also cultural, because these communities need to be known, appreciated and supported in its efforts to become stronger. They are who daily interact with the mountain environment.
The actors involved in Biosphere Reserves, are the governmental entities, NGOs, or local habitants who know their local problems, and suffer directly the decisions taken about them. Therefore, it is necessary to ensure the better way to satisfy their needs.
In order to evaluate this problem, two aspects were considered in this section of the workshop:
I. Institutional aspects:
.. elevate the local levels of hierarchy
.. promote the institutional continuity
.. improve budgetary levels and funding opportunities
.. trained staff is required
.. instead of competition, promote cooperation among Government, NGOs and local habitants
.. promote adequate conflict management with new ideas that may enrich the projects of the Reserve.
II. Management of Biosphere Reserves
To improve the management, the following aspects were discussed:
.. define the ecological limits of the Reserve, considering the political limits of the zone
.. establish clearly the management objectives
.. incentivate research and try to keep it according to the objectives of the reserve.
.. consider the touristic and recreative use, minimizing the environmental impacts within the potential of each area.
Try to revert the use of the generated economic incomes in the benefit of the local communities.
.. Incentivate sustainable development in the communities, rescue their traditional management practices.
.. Continue linking Reserves through the electronic communication, it is still difficult to access many of them.
