COMENTARIO DE C.MORENO (Colombia) AL ARTICULO DE T.VILLAROEL (IESE, Bolivia)

Se hace necesario que las comunidades campesinas fortalezcan sus organizaciones en dos sentidos, primero la entrada soberana a los mercados de tal manera que no se distorsione el concepto de conservacion y, segundo como mecanismo de presion para la reorientacion de las politicas agropecuarias, las cuales han venido estando en contravia de las ambientales y las dos de las necesidades de la poblacion rural y de la proteccion de los recursos naturales, base de un desarrollo rural sostenible economica y ambientalmente.

El apoyo estatal debera ser orientado a la organizacion empresarial, la busqueda de mercados, recoleccion y analisis de informacion al respecto, posibilidades de agregacion de valor de la produccion campesina y la reorientacion de la investigacion desde el campesinado como estretegia para conservar el conocimiento tradicional de las comunidades tradicionales locales.

Becomes necessary that the rural communities strengthen their organizations in two senses, first the sovereign entry to the markets in such a way that it does not distorted the concept of conservation and second as a pressure mechanism for the reorientation of the livestock policies, which have been being against the environment and both of them against the needs of the rural population and the protection of the natural resources, base for a sustainable rural development economically and environmentally.

The state support should be oriented to the business organization, the search of markets, collection and analysis of data in this regard, possibilities of value aggregation for the rural production and the reorientation of research from the rural work force as strategy to conserve the traditional knowledge of the local traditional communities.
